I could be totally wrong, but I believe we pay out based on our activity level. So, if someone is a really active reader they may only pay out a penny or two even if they are a FOM. That's how it was before they tweaked the payment system.

Some might even pay out 0 now, I'm not for sure. I'm just basing everything off my experience.
