I think you are right, but it leaves it open to interpration, which isn't a good thing when the worst case scenario is getting your account suspended.

I honestly don't know what is going on but it seems like the change is impacting every writer I know. Maybe the ones with large followings aren't as impacted, but most people struggle to get reads.

It almost seems like they want to get rid of some writers and they are doing everything they can to discourage us.
