I'll try to answer your questions the best I can.

1) There are no rules, but it's probably good to start when you have a large following. A lot of new writers will start a publication, but it probably won't do that well. I started mine after I've been on here for about 7 months.

2) You can write posts to promote your publication, but getting popular is really out of your control. Mine wasn't popular for the few months, but then it started building traction back in August. I did nothing different to make it popular.

3) You can create a publication guidelines page. Some focus on a niche while others are more general publications. A general publication will be more popular but you will get a huge amount of AI writers asking to join. Using AI isn't only against the rules but no one wants to read it, so you need to be careful who you add.

4) You can ask people but you really won't need any editors starting out besides yourself. Eventually, others will probably ask to be an editor if your publication starts to grow.
