What you are talking about is engagement rings and Medium will eventually suspend those accounts. I've seen quite a few get a bunch of claps and comments and it's mostly generic stuff.

However, what I'm talking about is that some writers are actually getting a ton of reads and it's legitimate. I just don't understand how it works because that's not been my experience or many others with the algorithm.
