Yes, that's what they did when they introduced the Friend of Medium program last year. It put a lot more money into the system.

I wouldn't mind them offering another tier but they would need to make the upgrade worth it. Being a Friend of Medium doesn't really offer much of anything besides being able to pay others more whenever you read their articles.
